| Appears the O2 issue is being caused by the main EFI harness being in so bad of shape. Even though the wires checked out something else appears to be going on with them as others have suggested (grounded out/shorted somewhere/etc). I took a brand new harness I had on hand and layed it across the top of the engine and hooked all the connections up. Started the car up and the O2s are reading now. They are not reading correctly and I think that's more because they are aftermarket, not oem (they are mismatched brands/types as well). I proved this out by putting a used oem one in the passenger side and it reads correctly (or what I'm used to seeing at least on a properly working O2). But at least I'm able to read them now and see them both working. Idle issue is still there. I think it just needs a new idle valve. Timing issue is not there, or at least with the new harness it wasn't there. Car has lots of other issues and needs lots of maint. I'll be putting it back together with the old/original parts and the owner is going to limp it home while he decides what to do. Not sure of the car is worth all the money it needs dumped into it so he has some thinking to do. I don't have the time for the amount of work it would need right now anyway so it helps me as well. Thanks everyone for the suggestions and help.
